Balancing Segment values not available in subledgers

The balancing segment LOV is blank and gives error LOV doesn't contain any values while defining any account in the subledgers, however, the LOV is available in GL. Also, in the subledgers the other segments are available. I have attached the balancing segment with the legal entity in Accounting setup manager page. However, the "General Ledger Accounting Setup Program" completed in error. What may be the reason for the same?

I am using version 12.2.3.
