Putaway tiebreaker 4 in LPN environment

Hi,

We are using License Plate numbers generation during receiving from Purchase Order. LP is created only for highest UOM in the UOM structure (for pallets). UOM conversion is: 1PL = 50BG; 1BG = 25KG. When we receive 12500KG (10PL) system generates 10 requests - 1 request per pallet with LPN.

My question is:

Is WMS system using tiebreaker 4 for putaway suggestion generation in LPN environment? For me it looks like it is not because every request is processed separately and system doesn't know on the beginning that 10 pallets will be put away.
