Westpac Bank New Zealand ACH / EFT Payment Format

Has anyone created a Payment Format RTF file for eText Outbound Payments being loaded to Westpac Bank New Zealand?  The seeded Bank Of New Zealand EFT Format, Code IBYDE_NZ, File Name IBYDE_NZ_en.rtf is not the required format
