FA Distribution History to FA Distribution Accounts the Distribution_ID and CCID's

Hello,

We are implementing R12.1.3 and I'm trying to follow the link between the above to tables.  It seems when we create an asset there are times the DISTRIBUTION_ID between these tables do not contain 'linking' information.  For example when I create an asset and have done the depreciation run and the create accounting, I will get a Distribution_ID for the asset in the FA_DISTRIBUTION_ACCOUNTS table but it doesn't neccesarily produce any link to the FA_DISTRIBUTIONS_ACCOUNTS table.   As well it seems within 11i (our current one) the various CCID items in the FA_DISTRIBUTION_ACCOUNTS Table would get populated with a value for
