Creating OEM Groups

I am beginning to investigate the creation of Groups in OEM 12c. What are the recommendations as to which OEM Administrator should create the group? Should groups be created by the SYSMAN administrator or by individual administrators? Are there caveats ig the groups are created by administrators other than sysman?
