Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. AME for service contgracts

We are on R12.1.3 with 11.2.0.2 DB

We are trying to setup AME for service contrcats. Here is our requirement

1. If user 'A' submits a contract for 10K for approval, it should got to person 'X'.

I have setup approval groups, action types, condition and rule for this. the test WB shows no issues.

Now when user 'A' creates a contract for more than 10K and submits for approval, it goes to person 'X' for approval as desired.

But when 'X' approves it, the WF errors our with error

ORA-20001: No rules are applicable to this transaction.
Atleast one rule must apply to this transaction when the value of the attribute
