Scheduler issue

First of all Big thanks to all answering my queries. This has been of great help.
I recently had some observations with Scheduler. We had to put few jobs on hold (changed status to Inactive). after 3 days when we changed the status back to active, all the occurances of jobs started processing. Our understanding was that these will go to Expire status as are of old date but that was not the case. Can anyone please share suggestions why this happened? Or this is how it works then what would have been approach so all jobs of past date should not submit causing backlog of jobs.
