LOV Unable to Fetch Results

We just completed implementing a large patchset in 12.1.3, including the latest RUP's as of the end of January 2014.  Now we have a number of users having an issue with an LOV in iProcurement.

When they create a non-catalog request and want to change the deliver-to from the default that comes from their preferences, they are used to typing the first few letters and hitting tab, and either the result populates or a pop-up window comes up with search results.  Now when they do this, they get the message "Unable to fetch results. Please invoke the LOV window for search results."  Sometimes if they click the magnifying glass they can select the proper value.  Other times the LOV appears to be empty.
