in Value Chain Planning - EBS (MOSC) Question

In Auto Sourcing, PO approvals is based on Planner's Delegation of authority, who released the recommendation or is it based on Buyer's Delegation of Authority on the PO which is created from the recommendation?

Any pointers please...
