Supplier 'pre evaluation'.

The requirement is as follows

Supplier needs fill some basic questionnaire first at the time 'pre evaluation'.Then once they are through with that based on the category of item which they are supplying  there are different questionnaires which needs to submit to the buyer ... Only then  they can be registered in the system.

The client does not have supplier lifecycle management license ... How can this be handled  in supplier?????
