dt_api is a public or private API?

Dear All,

Could you please let me know whether DT_API is a public API or a private API. I have seen it being used extensively in many examples. However, I could not find and technical document from Oracle which lists it as a public API. I need an Oracle reference document to prove that it is a public/private API

Please help!
