Cygwin: unable to set RPAS_TODAY with Windows

Hi,

I am trying to set RPAS_TODAY to some past date on my laptop with windows 7, but it always refers to current system date. Through Cygwin, I have tried placing the variable (RPAS_TODAY) in .bash_profile and also did the manual setting using export option, but both fail to set the value.

Any ideas, as of now I am using the workaround of changing system date manually to some date in the past.
