How to Disable/Delete attachments listed for Quote under 'Notes and Tasks' tab

Hi,

How to delete the records permanently or disable the attachments from the list for 'Notes and Tasks' tab --> Attachments of Quotes.

What roles and responsibilities required to delete any attachment listed under 'Document Catalog'. We would like to remove some from the existing one but could not get how to complete this.
