Oracle Alert for Expiring PO Documents

We've created some periodic Alerts to let Buyers know when there are Standard Purchase Orders so many days away from expiring.  The Alerts run 'Every N Calnedar Days' of 1 and the system keeps history for 2 days so that on the 3rd day it should send the reminders out again.  I may be misunderstaning how this works because they all ran correctly the first day but none after that.  So I'm wondering what I've missed.  When I look under Find Checks it shows that its finding Exceptions every day but the Actions are 0.   The History Purge Date shown
