#noapi# occurring in the OWNER field in FCM emails

Hyperion FCM/ARM patch applied: 11.1.2.2.353

We are attempting to go-live with FCM in August 2014.  we are getting #noapi# is occurring within the FCM emails.  Accountants received 103 emails with this error in the “Owner” field of the details.

I have found only 1 article on MOS knowledgebase that was related to a TEST STRING in weblogic setting, which we applied, and  are STILL getting the error.  Anyone else have any idea on how to resolve this or even troubleshoot it further ?
