What process clears the commitment quantity in the F41021 (item availability) when the status of the work order is changed to 99-Completed but the planned parts are not issued?

The "status for changes" in Manufacturing Constants for the Branch is set to 99 but the commited quantity in F41021 (Item Availability) did not clear out.
