PDF generated out of PeopleSoft not passing accessibility checks

We generate a PDF of our class schedules in our CS 9.0 Environment every hour. These PDFs are not passing accessibility checks. We need them tagged and the language set while peoplesoft generates the PDF. Is this possible to do? Are there certain parameters that can be set to set up the tags and language settings? We can fix them in adobe acrobat but would rather have them pass accessibility without using acrobat to fix.

Process used is PSXPQRYRPT type is BI Publisher. It's using psae.exe to run the report.
