R12.1.3 - Cross charging a capital project from a different legal entity?

We are on R12.1.3. We have employees from legal entity A who charge their time to a project say 101 in Legal Entity B. The project 101 costs have to be capitalized. Can this be done through standard functionality as I understand capital projects don't allow cross charge from across legal entities? If not, can we use interproject billing functionality to achieve this by creating a project 201 in legal entity A. Employees will charge time to 201 and this in turn will be invoiced to project 101 in legal entity B.
