How to reduce downtime for maintenance activities?

Hello,

Our Siebel environment is on 8.1.1.4 Call Center on DB2 UDB 9.7.

We are observing a lot of performance issues on the database due to high fragmentation on few tables (Service Requests and Activities). The total database size in more than 4 TB and major tables are more than 300 GB on size.

If we try to offline re-org the service request table, it takes more than 20 hours to complete which is too long of an outage for the business. Online re-org never completes and it also causes performance issues.

Can someone suggest any ideas on how can we reduce the downtime for maintenance activities like reorg on the database?
