Unable to define Implementation Options

We have upgraded from R12.1.2 to R12.1.3 and getting following error while saving Implementation Options. It seems a new field PA_IMPLEMENTATIONS_ALL.cc_exp_org_structure_id is introduced in R12.1.2, causing this error. This field is not even available in R12.1.2

ORA-01400: cannot insert null into ("PA"." PA_IMPLEMENTATIONS_ALL"."cc_exp_org_structure_id")
