Non-Labor Resource question

Hi

I had a request to set up an Organisation against a Resource.   The Organisation requested had been defined as just an HR Organisation but it still allowed me to enter against the Resource but the customer was quite rightly unable to post against it.  

Should Oracle have allowed this organisation to be added to the Resource as it was not defined as a Project Expenditure/Event Organization?
