17806226:R12.XTR.B - Did Not Generate the Expected Forms, Why?

I have applied patch 17806226 to 2 clones of production. The patch driver file has 80 genform statements. On the first system, FINMTRT, the patch log contains 77 messages where the fmx file was assigned to a worker, and completed. There were no errors reported in the log, so it is only now that I have noticed that there where 3 less worker jobs than there are genform statements in the driver.

On the second system, FINUAT, the patch has not run any worker jobs for the forms generation. No errors are reported, and the patch completed successfully.

Can you tell us what determines when the patch ignores the genforms statements? I will upload the patch log files from the 2 systems.
