BI Publisher installation hangs at Domain creation

We are trying to install BI Publisher 11.1.1.6, as this is the only version supported for Contract manager 14.

We are installing both 32 bit and 64 bit version on separate virtual servers. Everything else went smoothly except that the setup errors out at Domain Creation stage. Oracle support is of no help as they can not find any errors in the logs. I am able to access the weblogic Admin server console, which shows it is running OK. However the setup does not proceed further.

Any help is appreciated.
