are there alternate ways to deploy customizations in R12 without using adop?

We are looking for ways to deploy customizations without using adop in R12.2.  Is it possible to move all the code, forms, etc into both the run and patch systems outside of a patching cycle and have them kept in sync during normal adop cycles.
