ST/OT transfer of goods at $.01

We have a situation where we would like to be able to transfer display items from our manufacturing branch to the retail stores for $.01. We tried overriding the unit cost when entering the ST but it still transfers these items at the 02 average cost.

1. Is this scenario possible?
2. Is there another way it can be done?
3. Once these display boards are transferred to store they become assets. They are often both returned and transferred to other stores. We are looking for suggestion on how best to handle this. We handle thousands of boards monthly so we need a process that is not cumbersome.
