Internet Expenses Header Level Attachment, is it possible using Client Extension?

Hello All,

In our implementation we have requirement to disable line level attachments and use header level attachments.

So to validate header level attachments in review page, when they submits, we need validation to check on header attachments.

Is it possible using client extension or Is it possible using expenses setup and administration.
