New randomized passphrase in 12cR2

I keep getting the following message when doing administrative work:

INFO: New randomized passphrase not found, fallback to old passphrase(ignore if run first time during install or if in legacy 12c mode)

Is this due to me doing upgrades and not doing a "clean" install or what ? Is it preferred to use the new passphrase scheme ? If so, how to enable it ?
