Vendor Release Scheduling and Ad Hoc Schedules-R34400, P34302

We are implementing VRS and I need the ability to create ad hoc schedules  for one of our vendors.  I've added the vendor to the item cross reference and the vendor split table, no blanket order is in place for the vendor and the processing options on R34400 Ad Hoc has been updated with value of 1.  I am getting vendor schedules for the other vendors in the split table with blankets but I am not getting an ad hoc schedule for the vendor without the blanket.  Can anyone provide some insight in where else I need to check settings?
