New Position Name Setup

How do I set up a new position (name) within the Purchasing module?  We do not have a full HR install only a shared install for HRMS.  I tried going into the Global HRMS Manager module which is what we have and it will not let me add a new Position.  I receive this error each time: "You cannot use the datetracked Position Window because HR is not installed.  Instead, use non-datetracked Position Window."  I do not know where the "non-datracked Position Window" is located.  I did ask this same question several years ago and was told how to create
