BIP Bursting engine launching 20 threads. Where is that configured?

We are running XML Publisher 5.6.3 with Oracle EBS 12.1.3.

We attempted to use a bursting control file to send invoices via fax or email which successfully worked, but it took over 2 hours for a small number of entries.

I noticed that the bursting engine had near 20 OS Pthreads hanging off of it. When I searched on how to control the number of threads it looks like all the documentation was for the stand alone.

I went to XML Publisher Admin on EBS and went to configuration, but I did not see "Enable Multithreading" or "Number of threads" under FO Processing.

Question 1) Is the threading configurable for the bursting engine in this situation?
