Want to add a lower task under a top task which incurred expenditures

Hi Experts,

Our client had mistakenly created a project without lower tasks and incurred expenditures on top tasks, but now they want to add lower tasks under these top tasks. Is this possible? If so, please guide me how we can achieve this requirement.
