TNS-12535: TNS:operation timed out : how it's configured ?

Hello,

We have in alert log a TNS  timeout connexion, but i can't found configuration of  parameter  SQLNET.INBOUND_CONNECT_TIMEOUT in sql.ora or listener.ora!

I need to know How this is configured ? exist default value?

I have another question :  how to  to turn tracing on
