Error - APP-PA-01162 when trying to Create Peer Task

We have a global project we use to store our quarterly relase task for each quarter for each year. For instance Project Number. IT.REL with task for Q1 2013 has individual task specific to the project attachd to it.

We are trying to use the Create Peer Task button to create Task under an existing project. We get the following error when we click the Create Peer Task on the Task form under Options. Error: APP-PA-01161 You cannot create or delete tasks in forms once there are published structure versions for the project, please use the HTML interface to update the work breakdown structure.
