error executing XML Publisher with comma as decimal separator in the XML File

I have a report standar (peoplesoft campus solutions, Academic advisement AA AA_Report_Portrait.rtf

If my xml file has comma (,) as a decimal separator, the output of the report has error:

ConfFile: C:\Program Files (x86)\Oracle\BI Publisher\BI Publisher Desktop\Template Builder for Word\config\xdoconfig.xml

Font Dir: C:\Program Files (x86)\Oracle\BI Publisher\BI Publisher Desktop\Template Builder for Word\fonts

Run XDO Start

Template: C:\Users\carlos.caneva\Downloads\AA_Report_Portrait_test.rtf

RTFProcessor setLocale: es-uy

FOProcessor setData: C:\Users\carlos.caneva\Downloads\SAA_STD_DS20140625102502488.xml

FOProcessor setLocale: es-uy
