NewItemLocBatch not inheriting future approved price change

Hi

We are facing an issue wherein when a new item_loc record is created and there exists an approved price change for the item_parent/diff_id/zone id then RPM NewItemLocBatch only inserts one row in rpm_future_retail. It doesn't insert a record for the PC in rpm_future_Retail. When this price change is later executed the item_loc record in question doesn't get the new price and hence causes price discrepancy. Has anyone has seen this issue before and have a solution/workaround for this?

We are on RPM 13.1.3.4
