Word returns Translation file not found when loading XML data, previewing document, validating docum

I am working with an email communication template in Microsoft Word 2010. I open the RTF template file. When I load XML data, it gives me "Translation file not found" followed by other error messages). I get the same messages when I try to validate or preview the document. I have tried this with last two versions of BI Publisher, installed from Design Helper in Campus Solutions, from download from Oracle, and from a file saved by our tech support. I have uninstalled it first, then run the install. The most recent version we have (we're on version 9.0 of
