Power User Role clarification

I had a question about the Power User role in ARM.

Can a user be assigned the Power User role and the Reviewer role?  At my client, we have some Reviewers that would like to have some of the abilities of the power user, such as approving reassignment requests.  But when we add the Power User role to the Reviewer, they can no longer be added as a Reviewer to the profile.  It seems like adding Power User role overwrites the Reviewer role.  Is that the case?
