What causes Missing material costs on costed BOM?

We are having sporadic issue with costed BOM's not having A1 -Material costs. Some do have it and some don't for some reason. We have both BOM and Routing for the manufactured items and are using cost 02 - Weighted average. When we check all components have a current 02 weighted average cost. Any suggestions as to cause?
