Issue with Material Status for lots with item on hand in reservable vs. non-reservable subinventorie

We have just implemented material status control.  Our issue is that we WIP Complete into a subinventory that is non-reservable, at which time the item on hand status for the lot becomes 'Active:  Available for Netting'.  Then we subinventory transfer the lot to a reservable subinventory, from which Sales Operations pick release.  We want the item on hand status of the lot to change to 'Active' at the time of subinventory transfer, getting the on hand status of the subinventory that we are transferring to, but it doesn't.  Has anyone faced this same issue, and how did you address it?
