Error running Rapid Install to lay down new file system for upgrade to 12.2.3

The log and screen shot are attached.  It looks like it errors out when trying to run AutoConfig.  This is a new Win 2008 R2 server with an existing EBS 11.5.10.2 database on it (database is 11.2.0.4 which I copied over from my EBS 11i server) which I want to upgrade to 12.2.0 and then 12.2.3.

I notice that Rapid Install creates the <Oracle_Home>\appsutil directory but there is no bin directory under appsutil.

Where it seems to fail is when it tries to execute the following (my Oracle Home is \oracle\proddb\11.2.0):

CALL  \oracle\proddb\11.2.0\appsutil\bin\adconfig.cmd contextfile=D:\oracle\proddb\11.2.0\appsutil\PROD_fpagltest3nyc.xml appspass= run=INSTE8
