Can EM12c determine if a CPU or PSU is applicable to a running database?

Rather than negotiating downtime for every database to apply CPUs and PSUs, does EM have the capability to interrogate the databases to see if any of the patched components are installed and actually being used?

If so, where can I find information to execute it. This would greatly help with implementing a risk-based patch deployment process.
