Retroactive Blackout "current availability period" question

I have been attempting to create some retroactive blackouts and I am getting "At least one of the targets have start time in current availability period, Retroactive blackout cannot be created in the current availability period."   The date that I am choosing is for July 25th and it's from 8 AM - 1 PM.  Four days ago. 


I have tried this for several different instances as well.


What am I doing incorrectly? 

What does the Current Availability period mean to OEM.


I am on version 12.1.0.4

I have also enabled the Retroactive feature - basically it's on or off.
