Question re OEM monitoring of Microsoft SQL Server

I am preparing to deploy the 12.1.0.3.0 OEM agent to a Windows target running on Microsoft SQL Server 2008 R2 (64-bit) running on x64 and have  questions.

 

The document Oracle Enterprise Manager System Monitoring Plug-in Installation Guide for Microsoft SQL Server Release 12.1.0.4.0 for Windows states that the sqljdbc_auth.dll must be installed. My questions -

 

1) Must the dll be installed prior to deploying the agent?

2) Where do I find documentation indicating the proper version of the dll and where do I go to download it?

 

Previously when deploying the agent to a windows target hosting an Oracle RDBMS it was necessary to install Cygwin prior to deploying the agent. Is this also a requirement to deploy the agent on a target hosting MS SQL?
