What is the difference between the Contract process type of Purchasing Contract and Release to Singl

We are on Peoplesoft Version 9.1 and starting to test Purchasing Contract functionality.  What is the difference between the process options of Purchasing Contract and Release to Single PO Contract?    I have looked at Peoplebooks and it is not real defined.
