Error using BSSV ER Compare

Not sure if this is the correct forum for this or not but here it is.

I tried to use the BSSV ER Compare in TR 9.1.4.4 but I got the error

"Specifications for the object are not present in the target (local) location. Please ensure specs are available. Exiting the tool"

Here are the steps I did

1) Logged into DV910 using the FAT client

2) Pulled over J0000010 into my default project and did a get on it

3) Opened it up in JDeveloper 11g and compiled it.  No errors

4) Opened up J0000010 and in Design Tools, clicked on BSSV ER Compare
