PA:PAXTTRXB is an invalid Integrator Key

When I try and open the menu option Project Manual Batch Upload from my responsibility (and I dont have System Administrator responsibility assigned to me), I am unable to do so as I get the error "Please resolve the following error to continue. PA:PAXTTRXB is an invalid Integrator Key.". However, if I assign the System Administrator responsibility to mu user, I can open the ADI template without any issues. I am on R12.1.3. Any idea what is gong wrong?
