Patch 16913963:R12.PO.B : POXOPROC.pll fails

while applying patch DBA got the following:
We have applied the mentioned patch, but while applying patch we recived below error. i am attaching the logs to the ticket for refrence of SR .

The following Oracle Forms objects did not generate successfully:
au resource POXOPROC.pll
An error occurred while generating Oracle Forms library files.
