Grant Billing Worksheet Billing Option WTO (Write Off) Functionality in SWIFT

We encountered a problem where a user processed a grants
billing through contracts to billing – billing interface - then erroneously selected
billing option WTO (Write Off) on the grants billing worksheet for one of the
transactions and approved the work sheet. In turn, the respective transaction
cost collected back to the project resource table with analysis type WTO from analysis
type BIL. The other transaction was processed successfully to an invoice.

Since the transaction with analysis type WTO did not update
to the ca_acctg_ln_pc table, now the recognized revenue in commitment control
is overstated.
