Query about logic behind "PRC: Generate Draft Revenue for a Single Project"

Using Oracle EBS R12.1.3

A user ran "PRC: Generate Draft Revenue for a Single Project" against a project which has 9 Top Tasks, each linked to a different Customer.

When they ran it they got an error saying something like:

A Generation error and Auto accounting error message occur

A colleague noticed that 2 of the customers were inactive, so the customers were made active again, the job was run again, and the job ran without a problem that time.

The event that the user was trying to generate revenue against was not against one of these 2 closed Customers.

I'm a bit surprised about that - do all customers linked to a Project need to be active for the job to work?
