Showing the ADD ATTACHMENT button?

We're using the Purchasing SuperUser menu and would like to activate the Add Attachment button under the Organization item.  When I look at the Personalizations for the Attachment area I see the Add Attachment button but it's not flagged as Editable.  Is there a function I need to add to get this button to the form?
